EPA TO HOLD PUBLIC AVAILABILITY SESSION IN PICKENS, S.C., MAY 12 ON THE SANGAMO WESTON/TWELVE MILE CREEK/LAKE HARTWELL SUPERFUND SITE
ATLANTA, May 8 /PRNewswire/ -- On Tuesday, May 12, the U.S. Environmental Protection Agency (EPA) will hold a public availability session to discuss the proposed Consent Decree for Operable Unit One of the Sangamo Weston, Inc./Twelve-Mile Creek/Lake Hartwell PCB Contamination Superfund site in Pickens County, S.C.
The session will begin at 7 p.m. at Pickens Senior High School, 111 Blue Flame Drive in Pickens.
Under terms of the proposed Consent Decree, lodged on April 15, with the United States District Court for the District of South Carolina, Schlumberger Industries, Inc. will design and construct the remedy selected and described in EPA's Record of Decision for Operable Unit One (OU1). The remedy involves excavation and treatment of contaminated soils at the Sangamo-Weston plant property and six satellite disposal areas known as the Nix, Welborn, Trotter, Breazeale, Dodgens and Cross Roads properties; and extraction and treatment of contaminated groundwater at the Dodgens, Breazeale and Cross Roads sites. The estimated cost for the cleanup is $47 million to $63 million. Schlumberger Industries, Inc. must also reimburse the United States for all of its past response costs for OU1, a total of $743,000, and for all of its future response and oversight costs for the cleanup of Operable Unit One.
The proposed Consent Decree, and other documents related to the site, are available for public review at the Village Library, Pickens, S.C.; R.M. Cooper Library, Clemson University, Clemson, S.C.; Pickens County Library, Easley Branch, Easley, S.C.; and the Hart County Library, Hartwell, Ga.
Comments on the proposed Consent Decree should be postmarked no later than May 23 and should refer to the United States v. Schlumberger Industries, Inc. (Sangamo Weston/Twelve Mile Creek/Lake Hartwell PCB Contamination Site), D.J.Ref. 90-11-2-696. Comments should be addressed to the Assistant Attorney General, Environmental and Natural Resources Division, U.S. Department of Justice, P.O. Box 7611, Ben Franklin Station, Washington, DC 20044.
The Sangamo site was proposed for inclusion on the National Priorities List in January 1987 and was listed final on the NPL in February 1990. EPA divided the site into two Operable Units, or separate segments. In 1989, EPA completed the Remedial Investigation/Feasibility Study (RI/FS) for OU1. The RI/FS was conducted to determine the nature and extent of contamination, and to examine the various alternatives available to address the contamination. After receiving public input, EPA signed a Record of Decision in 1990, selecting thermal separation/desorption as the OU1 remedy. The RI/FS for OU2 began in May 1991. OU2 consists of the Twelve Mile Creek watershed, including portions of Lake Hartwell and several area streams. Phase II of the RI/FS for OU2, which involves further sediment sampling of portions of Twelve Mile Creek and Lake Hartwell, is underway.
