EPA TO CONDUCT CHEMICAL SAFETY AUDIT AT REICHHOLD CHEMICALS, INC., KENSINGTON, GA. ATLANTA, March 23 / PRNewswire/ -- The Chemical Accident Prevention Program of the U.S. Environmental Protection Agency will conduct a chemical safety audit at Reichhold Chemicals, Inc., Kensington, Ga. in response to an accidental release of 1,3-Butadiene on Sunday, July 14, 1991. One person was burned in an ensuing fire and residents near the facility have expressed several safety concerns. The audit will begin March 24, and is expected to be completed by the end of the week. EPA will work with Reichhold to identify causes of the release in order to determine how recurrences can be prevented. Chemical safety audits are part of the agency's Chemical Emergency Preparedness and Prevention Program. They generally include a review of the process, procedures, health and safety plans, site locations, and overall facility plans. They are conducted at various facilities throughout the region by EPA with assistance, at times, from state and local agencies. Federal laws require facilities to immediately notify federal and/or state and local officials of accidental releases of hazardous substances in amounts in excess of established minimum quantities. Additionally, these facilities must report annually to state and local officials the types and amounts of hazardous substances on-site in quantities above the established threshold levels. They are also required to report to EPA and to the state the annual emissions of certain toxic chemicals which enter the air, water and land. EPA will prepare a technical report describing the audit, including findings and recommendations. EPA plans to complete its audit report in four to six weeks after the audit.
