 ECC GROUP PLC ANNOUNCES CAPITAL EXPANSION PROJECT;
 EXPANDS SERVICES TO WORLDWIDE PAPER MARKETS
 NEW YORK, Jan. 28 /PRNewswire/ -- ECC Group plc (NASDAQ: ECLAY), the UK based industrial minerals company, today announced capital projects in the United States, Japan and Nordic area to expand its services to its white pigment customers in those countries.
 The acquisition of Georgia Kaolin for $350 million late in 1990, and its subsequent rapid integration into ECC's North American operations, provided both a suitable base for expansion and the reserve position needed to sustain significantly increased production capacity. Anticipating further growth in demand for paper pigments from 1993 onwards, the first phase of a 650,000 ton per year capacity will come on-stream early in 1993 and will extend existing US plant capacity by 250,000 tons per year of kaolin products.
 The investment will meet anticipated growth in American and European markets, and will give the capacity to strengthen substantially ECC's position in the important growth market in the Pacific, particularly Japan. It is intended to extend the distribution infrastructure in Japan as part of the 38 million pounds sterling investment.
 ECC Group is the world's leading producer of kaolin, which is one of the most important minerals used in the manufacture of paper. The company is also a major supplier of calcium carbonate, ball clay and other industrial minerals
to companies worldwide. ECC is also a substantial producer of construction materials with operations in the UK, US and Spain. Approximately 20 percent of the company's sales are generated in the US.
