EC proposes paper trail to back up EVM voting.

THE ELECTION Commission ( EC) has asked a technical expert committee to explore the possibility of incorporating a " voter verifiable paper trail" with the electronic voting machines ( EVMs) to improve the balloting system.

The proposed paper trail would be a computerised acknowledgement, generated by the EVM system to certify that a vote cast on the machine has actually gone to the candidate ( or symbol) for whom it was meant.

The suggestion came up at a recent brainstorming between the poll panel and political parties. All the parties supported the paper trail proposal. Some of them said it should be scrutinised only in case of an electoral dispute reaching the courts.

The EC has already asked its technical expert committee, comprising P. V. Indiresan, D. T. Shahani and A. K. Agarwala, to initiate the process of incorporating the paper trail system.

" The commission has decided to request the political parties to interact with the expert committee ( on the paper trail system)," the EC said in a letter to the three experts.

An EC statement on Friday said many parties have favoured state funding of elections, besides seeking a review of the ceiling on election expenditure.

The parties have also said a committee should be formed " to develop methods of identification and accounting of paid news".
