EBASCO AND CHINESE INSTITUTE FORM CHINA'S FIRST ENGINEERING SERVICES JOINT VENTURE

 NEW YORK, May 11 /PRNewswire/ -- Ebasco International Corporation (EIC), a subsidiary of Ebasco Services Incorporated, today announced the formation of a milestone business venture. Together with the East China Electric Power Design Institute (ECEPDI), Shanghai Pudong Division, Ebasco has formed the first jointly-owned engineering service company to operate in China.
 Ebasco is a leading engineering and construction company headquartered in New York. ECEPDI is a power system engineering institute operating under the Ministry of Energy Resources of the People's Republic of China.
 The new company, called Shanghai Ebasco-ECEPDI Engineering Corporation, offers design, engineering, project management and consulting services for power generating stations and electric power transmission and distribution projects.
 The new enterprise was created in response to China's growing demand for power generation. It is estimated that between 13,000 MW and 15,000 MW of new generation will be needed annually for the next ten years in order to support China's growing economy.
 Ebasco has worked in China for more than 50 years, and its professional ties with ECEPDI go back more than a decade. On their first project in 1980, the two companies jointly designed the 600 MW Pingwei Power Plant in Anhui Province.
 "Over the years, a mutual respect has developed between the companies," said George N. Lemmon, president of EIC. "Each company has something important to offer the other. ECEPDI provides Ebasco an avenue for participating in the growth of China's engineering industry, while Ebasco brings resources and continuing technology transfer opportunities."
 "By incorporating a joint venture enterprise that will gain experience and merits from its mother entities," said He Ye Hong, director of ECEPDI, "Ebasco and ECEPDI will be much more competitive in the overseas power business market. We are very optimistic for the success of the new company."
 A six-member board of directors for the new company has been created. ECEPDI directors include He Ye Hong, Liu An Sheng, and You Guo Ming. Representing Ebasco are Lemmon, Cono A. Petrizzo and David A. Raymond.
 The East China Electric Power Design Institute was founded in 1953. It has performed engineering and design services on subcritical and supercritical fossil power plants up to 600 MW and for the conventional islands of nuclear power plants. During the past five years, ECEPDI has been responsible for one-quarter of the total commissioned capacity of fossil power in China.
 Ebasco is a leader in the fields of energy, environment and infrastructure. Ebasco offers complete turnkey construction as well as engineering, environmental and advanced technology services, and quality management systems to government, utility and private sector clients throughout the world.
