On the debit side, however, there are fresh concerns over the fitness of Didier Drogba.
The striker was carried off after 60 minutes with a knee injury and early indications are that he could have a fracture and ligament damage.
The hosts created several gilt-edged chances during the match but a lack of quality and guile in the final third helped keep the scoresheet blank.
Chelsea boss Luiz Felipe Scolari was delighted to leave Romania with a point. He said: "We didn't play well but one point is better than none.
"Cluj beat Roma, they are confident, they are playing at home and they wanted to show they are very good."
The Chelsea boss refused to blame the Cluj pitch for Drogba's injury, adding: "It wasn't the pitch. These things happen in football."
Keeper Petr Cech echoed his manager. He said: "They proved they can play good football. They had a lot of motivation, a great crowd and nothing to lose.
"We didn't create enough. If we'd got one goal it might have been different."
Chelsea and Cluj still share top spot in the Group A table with four points, one ahead of Roma and well clear of French side Bordeaux who have still to claim a point.
