Dr. Robert P. Kadlec Joins PRTM Management Consultants; Homeland Security Veteran Brings Congressional, Executive Branch Leadership to Firm's Government Practice.

WASHINGTON -- Dr. Robert P. Kadlec has joined management consulting firm PRTM as a director in its U.S. government practice, based in Washington, D.C. Dr. Kadlec spent 26 years as a career officer and physician in the U.S. Air Force serving in several senior positions in the Department of Defense and the White House.

Most recently, Dr. Kadlec served as the staff director for Sen. Richard Burr's (R-N.C.) Subcommittee on Bioterrorism and Public Health. In this capacity, he was instrumental in drafting the Pandemic and All-Hazard Preparedness Bill for Senate consideration. Previously, he served at the White House as a Director for Biodefense on the Homeland Security Council where he was responsible for conducting the Biodefense End-to-End Assessment. This effort culminated in drafting the National Biodefense Policy for the 21st Century.

He will contribute significantly to PRTM's ability to meet the needs of the U.S. Government to execute strategic operational change, to confront the rapidly evolving challenges in biodefense," said Scott Hefter, lead director of PRTM's government practice.

At PRTM, Dr. Kadlec will use his extensive experience to assist U.S. Government agencies and commercial companies involved in biodefense and public health implement the policy directives he helped author.

"The challenges that the U.S. faces from natural and deliberate biothreats require an urgent effort to effectively improve biodefense preparedness and response at all levels and ensure closer collaboration between the U.S. Government and the private sector," Dr. Kadlec said.

Dr. Kadlec has served in a wide range of joint military, medical, and inter-agency policy positions concerning counter terrorism, non-proliferation and counter proliferation of biological weapons, and intelligence consulting.

After Sept. 11, 2001, he became Special Advisor on biological warfare for the Office of the Secretary of Defense. Following this appointment, he served in his recent role for the White House in homeland security on biodefense policies, development, and implementation.

Dr. Kadlec holds a Bachelor's degree from the U.S. Air Force Academy, Doctorate of Medicine and Master's of Tropical Medicine and Hygiene from the Uniformed Services University of The Health Sciences and a Master's degree in National Security Studies from Georgetown University.
