DUKE POWER CO. NOTIFIED OF POTENTIAL VIOLATION

SENECA, S.C., Dec. 29 /PRNewswire/ -- Duke Power Co. (NYSE: DUK) today received notice from the U.S. Nuclear Regulatory Commission (NRC) of violations of requirements related to the operation of the low pressure service water system at the Oconee Nuclear Station from June 9, 1992 until Sept. 14, 1992.
During testing of the Oconee unit 3 low pressure service water system in September, a valve was found not fully opened due to a broken operating mechanism. Thorough review of the testing criteria indicated that under extreme and unusual conditions the flow of water through this system might have been reduced. Even at this reduced flow, the system would have fully performed its safety function.
System modifications and testing criteria changes were initiated.
This event posed no danger to the public or to employees.
"It is important to recognize that plant systems were operable and that safety was never compromised," Jim Hampton, Oconee site vice president, said. "We are not pleased that this event happened and have taken steps to prevent any reoccurrence."
Duke has 30 days in which to prepare a response for the NRC.
