DRIVING COSTS DOWN 0.2 CENTS PER MILE IN WESTERN STATES, AAA WASHINGTON REPORTS

 SEATTLE, Aug. 17 /PRNewswire/ -- The cost of owning and operating a new car in Washington and the western United States is down 0.2 cents per mile in the last year, averaging 39.1 cents per mile, AAA Washington reported recently.
 The increase brings the total average yearly expenditure in the region to $5,865 based on 15,000 miles of driving, compared to $5,895 during the second quarter of 1992.
 Although driving costs for the West are down from a year ago, they actually rose half a cent since the end of the first quarter in March.
 AAA's study of driving costs is updated quarterly based on computations made by Runzheimer International of Rochester, Wis. The management consulting firm specializes in transportation, travel and living costs.
 Driving costs calculations for the West are based on expenditures in Washington and eight other states: California, Colorado, Idaho, Montana, Nevada, Oregon, Utah and Wyoming.
 The West tied with the Mid-Atlantic region as the second most expensive region to own and operate a car during the second quarter of the year.
 New England was the most expensive region at 40.3 cents per mile, while the Midwest was the least expensive at 37.1 cents per mile.
 Other regional costs are: the Southwest, 38.7 cents per mile; the Great Lakes, 37.9 cents per mile; and the Southeast, 37.7 cents per mile.
 The average per-mile cost is determined by combining operating and fixed costs. Operating costs include gasoline, oil, maintenance and tires. Fixed costs include insurance, depreciation, registration, taxes and financing.
 AAA's cost estimates are based on a composite national average for three domestically built new cars: a subcompact Ford Escort LX, a mid-size Ford Taurus GL and a full-size Chevrolet Caprice Classic.
