DOT SECRETARY PENA ANNOUNCES WORKING GROUP FORMED ON DREDGING

 WASHINGTON, Jan. 14 /PRNewswire/ -- Transportation Secretary Federico Pena announced today that federal agencies which administer more than 60 laws and executive orders regulating port dredging have formed an Interagency Working Group on the Dredging Process.
 Its goal is to find a better way to coordinate the process by which essential harbor and berthing area dredging projects can take place, consistent with environmental quality controls. Difficulties and delays result from a number of factors including the complexity of obtaining federal and state approval and the problem of disposing of dredged materials.
 "Providing adequate depths of water in access channels and berthing areas directly increases the economic vitality of our coastal communities and the ability of ports to generate local, regional and national economic benefits," Pena said. "At the same time, we strongly support maintaining environmental standards in disposing of dredged material."
 In addition, Pena pointed out that international trade is the fastest growing segment of America's economy, and will expand even more rapidly under new trade agreements. Ninety-five percent of America's foreign commerce is carried by ships.
 The interagency working group will recommend improvements next July.
 Member agencies of the Interagency Working Group include the Department of the Army, the Environmental Protection Agency, the Department of the Interior's Fish and Wildlife Service, and the Department of Commerce's National Marine Fisheries Services and Office of Ocean and Coastal Resource Management. The Transportation Department's Maritime Administration chairs the group. The White House's Office on Environmental Policy and the Department of Transportation's Coast Guard are liaisons to the group.
 The group has established a two-tier structure, with a policy level steering committee and a technical level working committee.
 The working committee has scheduled a series of information gathering sessions for people and organizations interested in this project.
