INVESTOR SPOTLIGHT

Name: Carlos Tobias

Residence: Van Nuys

Occupation: Accountant

Age: 40

How he got started: Looking for a business opportunity, Tobias found it in the stock market. ``Anyone can get in, since the only thing needed is a telephone, a discount broker and some spare money,'' he said. Tobias started investing in 1990 with the help of a full-service broker who gave him advice, but he went solo because ``(you) can't trust your money to somebody else.'' Tobias' strategy is to look for growing industries and buy quality stocks in those markets. Since he began investing, he has doubled his money. ``God bless the stock market,'' he exclaimed.

Best stock pick: Dominion Homes. He bought it for $5.625 at the beginning of 1998 and sold it for $10 in April.

Worst stock pick: Hills Stores. He bought it for $5 two months ago. It closed at $2 on Friday.

Investment philosophy: ``Be tough and demand good performance (from the company) such as not less than a 50 percent increase in profits from the prior quarter. This kind of performance gives a great upward potential, and a low risk on the downside. My requirements for picking stocks are a 50 percent or better increase in profits and limit the price to less than $10.''
