DISTRICT NO. 1 -- MEBA/NMU PRAISES MASTERS, MATES & PILOTS DECISION
 TO STAY OUT OF MEBA/NMU INTERNAL AFFAIRS
 WASHINGTON, Jan. 24 /PRNewswire/ -- The leadership of District No. 1 -- MEBA/NMU today praised the Jan. 23 unanimous decision of the general executive board of the International Organization of Masters, Mates & Pilots to refrain from involvement in the internal affairs of MEBA/NMU, America's oldest and largest maritime union.
 At a meeting on Jan. 23, the IOMM&P's general executive board repudiated the recent actions of union president Timothy Brown who had openly sided with a minority faction of dissident members seeking to secede from District No. 1 -- MEBA/NMU, intimidate members into joining their camp, and stop a democratic referendum of all the district's members on the 1988 MEBA/NMU merger. The board, instead, declared that the IOMM&P should remain neutral and not open IOMM&P union halls for MEBA dissidents' use (as Brown had previously authorized).
 District No. 1 -- MEBA/NMU President C.E. DeFries hailed the board's decision as a "victory for union solidarity and a reaffirmation of a fundamental principle of the AFL-CIO -- non- interference in the affairs of a fellow chartered union." He noted that IOMM&P Brown "had attempted to turn his union away from the close cooperation that had been the hallmark of relations between our two unions since I became president in 1985. This general executive board decision," De Fries said, "is an important step towards rebuilding the solidarity between our unions that has been marred by interference in our own union's internal affairs in recent months."
 DeFries declared that this board decision also clearly represented "a repudiation of Brown's alliance with the Seafarers International Union and District 2 - MEBA, an alliance that is incomprehensible to me given the record of those two unions in seizing jobs and power from the Masters, Mates & Pilots."
 District No. 1 - MEBA/NMU Treasurer Clyde Dodson also voiced his strong support for the board's decision which, he said, "is an important step towards restoring unity among maritime labor and within the maritime industry as a whole. The MEBA dissidents are a small faction that has sworn to ruin the union if they cannot rule it," emphasized Dodson. "This board decision, which even President Brown signed in the end," he stressed, "makes clear that the majority of MM&P leaders support genuine union democracy and union solidarity. We thank them for this support."
 DeFries concluded by stating that "it is hoped that the leadership of the Seafarers International Union, and its President Michael Sacco, who was recently appointed to the AFL-CIO Executive Council, will take their AFL-CIO responsibilities seriously as well and follow the example of the IOMM&P's General Executive Board that the interference of one union in the internal affairs of another is not only a violation of AFL-CIO rules but threatens the well-being of the entire labor movement and all its members."
