 DETROIT MAYOR YOUNG ANNOUNCES APPOINTMENT OF RAGO AS BUDGET DIRECTOR
 DETROIT, Nov. 22 /PRNewswire/ -- Detroit Mayor Coleman A. Young announced today the appointment of Edward G. Rago as budget director for the City of Detroit, effective Monday, Nov. 25.
 Rago, who has been serving as deputy finance director, worked in the Budget Department for 26 years before he was appointed deputy finance director in 1990. From 1984 through 1990, he served as assistant budget director, the top civil service post in the Budget Department.
 "At a time when the city faces very serious economic circumstances, we are fortunate that someone with Ed Rago's experience and training is available to serve in this critical job," the mayor said. "He has distinguished himself during his years in the Budget Department and Finance Department. His appointment leaves the department in very good hands."
 Rago will succeed Walter I. Stecher, who served as the city's budget director under three administrations, including serving in that post since Mayor Young took office.
 Rago is a graduate of Wayne State University with a B.S. degree in business administration. He has taken additional training in business administration and finance at both Wayne State and the University of Michigan.
 Rago began with the Budget Department in 1964 as a senior analyst. In 1969 he was named a supervising budget analyst and was promoted to head governmental analyst in 1973. In 1974 he was promoted to administrative budget analyst and held that position until 1984, when he became assistant budget director.
