 DETROIT EDISON, LOCAL 223 TALKS ADJOURN WITH NO PROGRESS
 DETROIT, July 29 /PRNewswire/ -- Representatives of Detroit Edison


(NYSE: DTE) and Local 223, Utility Workers Union of America, met today at the request of federal and state mediators for further discussions on a contract between the two parties. Talks were adjourned by the mediators at 11:30 a.m. with no progress.
 "We have met 23 times -- including six times with federal and state mediators -- to no avail," said Malcolm G. Dade, Detroit Edison vice president, Human Resources, and a member of the company's bargaining committee.
 "We are without question at impasse and have been for some time. We are moving forward with our plans to implement portions of the company's final contract offer," Dade said.
 Negotiations began in mid-April and the company presented its final offer to the union on June 1. Last week, the company said it intended to implement portions of the contract if a new agreement was not ratified by Aug. 2.
 "Detroit Edison must move forward with the business of serving its customers. The final offer provided significant wage and benefit improvements and, at the same time, better reflected practices of the company, the region and the industry and recognized fundamental changes needed to position Detroit Edison to operate in a more competitive and cost-efficient manner," Dade said.
 The company's 2,900 employees represented by Local 223, who average approximately $40,000 a year plus overtime, include power plant and substation operators and maintenance workers, warehouse personnel and underground lines employees. They have been working without a contract since the expiration of the prior agreement June 1. The major unresolved issues include sharing health-care cost increases, revisions in overtime premiums, outside contracting, guaranteed work force levels and length of contract.
