DER POSTPONES REVIEW OF ENVIROSAFE SERVICES PHASE II APPLICATION

 HARRISBURG, Pa., Dec. 18 /PRNewswire/ -- The state Department of Environmental Resources (DER) today postponed review of a Phase II application from Envirosafe Services of Pennsylvania Inc. (ESPI) for a proposed hazardous waste treatment, storage and disposal facility in Caernarvon Township, Lancaster County.
 Karl Sheaffer, DER hazardous waste siting team leader, said that while the application is administratively complete, it lacks verification that the company will be able to provide acceptable alternative water supplies to residences within a half-mile of the proposed facility.
 "The application is technically deficient without a demonstration that the facility will have the legal authority and the feasibility to install an acceptable water supply system to all affected residences," Sheaffer said.
 Sheaffer said ESPI's application indicates it would rely on a water supply system provided by the Garden Spot Water Co., which is awaiting a Public Utility Commission (PUC) decision on a certificate to operate as a public utility.
 Sheaffer said that because of the substantial technical resources necessary to review a Phase II application, DER would not start the 10- month review period of ESPI's application until the water supply issue was resolved.
 The Phase II application provides extensive technical details about the design, construction and operation of a proposed facility, including risk assessment and specific economic, environmental, transportation and public safety impact data.
 DER approved Envirosafe's Phase I application in October 1991. That application included information regarding the suitability of a 92-acre site at Narvon Mine for a facility to treat and dispose of an estimated 350,000 cubic yards per year of sludges, primarily from the metal industry.
