 DELMARVA POWER BEGINS LEGAL PROCESS TO SET 1993 RATES
 WILMINGTON, Del., July 31 /PRNewswire/ -- Delmarva Power today began


the lengthy legal process that will be used to establish electric rates in Delaware in mid-1993.
 Delmarva Power sent the Delaware Public Service Commission a required pre-filing notice saying that it intends to apply for an increase in electric rates. The company's application will be filed sometime after Sept. 30, 1992.
 The pre-filing notice responds to the commission's regulations requiring that it be informed, at least 60 days in advance, of any anticipated request to change rates. This regulation is designed to give the commission more time to plan its work and make decisions. In Delaware, these decisions are typically rendered about seven months after the formal filing. Thus, the bulk of any new rates set by the commission would not go into effect until sometime near the middle of 1993.
 Detailed information about the new rate proposal is still being developed and will be part of the formal filing to be made later this year. Generally, the company will be asking for a base rate increase to cover the costs associated with a new 160-megawatt power plant and more stringent environmental controls.
