DELBERT SPURLOCK NAMED EXECUTIVE VICE PRESIDENT AND ASSOCIATE PUBLISHER AT THE NEW YORK DAILY NEWS

 NEW YORK, May 10 /PRNewswire/ -- Fred Drasner, chief executive officer and co-publisher of the New York Daily News, announced today the appointment of Delbert Spurlock as executive vice president and associate publisher of the Daily News.
 Mr. Spurlock will be responsible for administration including human resources, labor relations and legal affairs. Mr. Drasner said, "With Del's experience in workplace organization and training, equal employment opportunity and labor management relations at the Department of Labor as well as his experience in senior management at the Department of the Army, we feel he will be a tremendous asset as we determine the strategic direction of the Daily News."
 Mr. Spurlock was most recently deputy secretary of labor at the U.S. Department of Labor from 1991 to 1992 and assistant secretary of the Army from 1983-89. Prior to that he served as general counsel to the secretary of the Army from 1981 to 1983.
 Before joining the Reagan Administration, Mr. Spurlock founded the law firm of Spurlock and Thatch in Sacramento, Calif., in 1977, focusing on labor, municipal and administrative law. He returned to the firm as the Washington, D.C., partner from 1989 to 1991.
 Mr. Spurlock has also served as chief of the Conflicts of Interest Division of the California Fair Political Practice Commission from 1975 to 1977, following an acting professorship of law at the University of California at Davis from 1972 to 1975. He was also a special assistant to a member of the U.S. Equal Opportunity Commission in Washington, D.C., from 1969 to 1972.
 Among numerous awards and recognitions, Mr. Spurlock has received the Distinguished Civilian Service Medal from the U.S. Army and the NAACP Services and Veterans Affairs Meritorious Service Award.
 Mr. Spurlock attended Hamilton College in Clinton, N.Y., and graduated from Oberlin College in Oberlin, Ohio, and Howard University Law School in Washington, D.C. He also has a masters degree in labor law from the George Washington University.
 Mr. Spurlock is married to Marion Ashford Spurlock and has one son, Ruston Spurlock in Osaka, Japan, and one daughter, Nina Spurlock in San Diego.
