DECISION DELIVERED BY THE DELHI HIGH COURT CONCERNING CELLULAR LICENSE AWARDS

 NEW YORK, Feb. 26 /PRNewswire/ -- Cellular Communications International, Inc. (CCII) (NASDAQ: CCIL) stated today that it has been reported a decision has been delivered by the Delhi High Court on the petition challenging the provisional award by India's Department of Telecommunications (DOT) of two GSM cellular licenses in each of Bombay, Calcutta, Madras and New Delhi. CCII had announced in October 1992 that its Indian Joint Venture Company, Sterling Cellular Ltd., had been provisionally awarded one of these licenses for the City of Madras. In January 1993, CCII further announced that a proceeding was filed against the DOT in the Delhi High Court challenging principally the procedures followed by the DOT in denying the applications of two of the unsuccessful applicants. Sterling, along with each of the other seven licensees, is named as a party in the proceeding.
 According to Thomas Tesluk, CCII's senior vice president, preliminary reports indicate that all eight licenses have been set aside and will be assessed together with the applications of two of the unsuccessful applicants for such licenses.
