 DAVID BRODSLY TO HEAD MOODY'S WESTERN REGIONAL OFFICE
 NEW YORK, March 9 /PRNewswire/ -- Moody's Investors Service


announced today that David Brodsly will join the public finance department as vice president and manager of the western regional office on May 1, 1992. Brodsly has been employed by the city of Los Angeles for 12 years, where he is currently responsible for planning, issuing and administering the city's general government debt.
 In making the announcement, Daniel Heimowitz, executive vice president and director of Moody's public finance department, highlighted Brodsly's extensive experience in debt issuance and budgetary and administrative analysis. "David has overseen the issuance of a wide variety of debt instruments totalling billions of dollars," Heimowitz said. "We have been impressed with his innovations and his insightful views on public policy, and are very pleased that he will be bringing that expertise to bear in heading up our western regional office." Brodsly will report to Jeffrey F. Rizzo, vice president and managing director for regional ratings.
 Moody's San Francisco office was opened in October 1989 as a full- service provider of regional ratings in the Far West region. As manager of that office, Brodsly will be overseeing a staff of seven credit analysts, and coordinate with additional Far West credit analysts located in Moody's headquarters in New York. Brodsly will be relocating to San Francisco and assuming his responsibilities with the firm in May.
 A life-long resident of California, Brodsly grew up in the Los Angeles harbor community of San Pedro. Well-known throughout the state, he is a regular speaker at municipal conferences and seminars, and has served on adjunct faculty of the Western Government Research association. He is the author of a book on Los Angeles, "L.A. Freeway: An Appreciate Essay."
