DAN BEARD TO KEYNOTE CWRA SUMMER CONFERENCE

 SACRAMENTO, Calif., Aug. 17 /PRNewswire/ -- Dan Beard, commissioner of the federal Bureau of Reclamation, will discuss implementation of the Central Valley Project (CVP) Improvement Act and other far-reaching issues that herald a new era in water management for the state during a 12:30 p.m. keynote address at the Summer Conference of the California Water Resources Association (CWRA) in San Diego, Thursday, Aug. 26.
 "Dan Beard was a key player on drafting the CVP Improvement Act in his role as staff director for the House's Committee on Natural Resources," noted Stanley E. Sprague, CWRA president. "Now as commissioner he must shoulder the task of implementing this bill, seeks to redistribute Central Valley Project water among urban, agricultural and environmental users and to restore fisheries and other environmental resources within the project's service area."
 As commissioner, Beard is responsible for administering the federal government's major water resources agency, with more than 7,500 employees and water storage and distribution system and power generating facilities in 17 Western states.
 In addition to the implementation of the CVP Improvement Act, CWRA's day-long conference will address a host of hot-button water issues facing California, including reauthorization of the federal Endangered Species Act, federal and state approaches to resolving the problems in the Sacramento-San Joaquin Delta, and the status of the State Water Plan.
 "These issues will be discussed by water agency managers north and south, state and federal water and wildlife officials, and environmental leaders," said Sprague. "The exchange of views promises to be lively and informative. Even while some of us are enjoying our most abundant water supplies in 10 years, the central issues of meeting human water needs without harming the environment continue."
