Diplomats to the final iota, the editors speak of a wave of events that took place in Iraq in 2003 and the intense scholarly debate that followed them, as the inspiration for a research project launched by the Institute of International and European Union Law at the University of Macerata to investigate the methodology of ascertaining customary law in the specific field of the law governing the use of force. Law scholars from across Europe, two more from the US, and a legal officer at the United Nations, presented initial reports and interventions at a workshop in Macerate in June 2004.
