Wohlsen/Crow, a joint venture comprised of Lancaster, Pennsylvania's Wohlsen Construction Company and New York City's Crow Construction company announced today that it will serve as construction manager on a new 550,000-square-foot medium security prison facility in Schuylkill County, Pennsylvania. The new prison is one of several state correctional facilities being built as part of the largest construction undertaking in Pennsylvania history.

To be constructed under a design/build/lease contract valued in excess of $89 million, the Schuylkill prison will contain 1,000 cells and accommodate 1,500 inmates. The facility is intended to help relieve overcrowding in the Pennsylvania state prison system.

Aside from representing one portion of an historic, yet vital construction venture, the Schuylkill County prison project is significant in that it is being undertaken in accordance with a county initiative program. Although the prison will be administered by the Pennsylvania Department of Corrections, the County of Schuylkill is the owner and is overseeing the prison's construCtion. Upon completion, the County will lease the facility back to the State over the next 20 years.

According to Jack McMahon, senior estimator, Crow Construction Company, the State of Pennsylvania has realized several advantages by undertaking the project in this way. "Through the lease agreement, the state has been able to bypass the typical capital construction program, which can take up to seven years, and did not have to develop the financing in advance. Given the urgent need for additional prison facilities in Pennsylvania, the lease agreement is ideal," he stated.

Construction of the new facility was set to begin on Aug. 7 and is scheduled for completion in the Spring of 1993. The architect for the project is the Harisburg, Pa.-based Crabtree, Rohrbaugh & Associates.

Wohlsen Construction Company, founded in 1890, is one of the largest general contractors in the Middle-Atlantic region, serving Eastern Pennsylvania, New Jersey, Maryland and Delaware.

Crow Construction Company, now in its 151st year, is ranked by Crain's New York Business as the New York Region's fourth largest construction firm and is the oldest active building contractor in the United States.
