Crash fine Cap'n was all at sea.

A DRUNKEN skipper was fined pounds 4,000 yesterday for smashing his cargo boat into a pilot vessel.

Russian Sergey Pchelkin was FOUR times over the drink drive limit, which a court heard applies to both boats and cars.

Pchelkin, 47, got sloshed after dropping anchor off Teignmouth, Devon, following 28 hours in rough seas.

And he was still unsteady on his feet and red eyed when he steered the vessel into dock. He hit the pilot boat causing pounds 30,000 of damage.

Pchelkin pleaded guilty, but told magistrates at Torbay he had "mentally knocked off" while at anchor following the gruelling voyage from Cork.
