Consultants for free. The Council of Consulting Organizations, New York City, has mobilized interested members to provide pro bono business consulting for small firms impacted by Desert Storm and its aftermath. Entitled "Yellow Ribbon Help for Small Business," the service offers advice to firms that have had principal officers called to active duty.

For example, if a small company has temporarily lost its chief financial officer, the council matches one of its volunteer members specializing in finance to that company, so the company receives ongoing advice during the officer's absence. Though most Persian Gulf War participants have returned, the council notes that Yellow Ribbon Help is still operating for the small number of firms with key personnel still on active duty.
