Tenders are invited for Construction Manager at Risk for Ambulatory Outpatient Specialty Center.


2.1 Background

HCMC is requesting proposals to provide Construction Manager at Risk services for the construction

of an Ambulatory Outpatient Specialty Center (AOSC). The services will include pre-construction

services, construction budgeting, construction scheduling, and construction of the project within a

Guaranteed Maximum Price (GMP).

Project Location

The project is located near the existing HCMC campus and is bordered on the north by South 8th

Street, on the east by Chicago Avenue South, on the south by South 9th

Street and on the west by Park

Avenue. Figure 1 below, provides an aerial view of the current HCMC campus (yellow) and the new AOSC site (red).

Project Description

The AOSC project consists of a multi-story building containing approximately 322,000 gross square

feet, 300 stall parking structure (above grade), skyway and tunnel connection with the hospital related

renovation at the connection points.

The preliminary space program, which is not conclusive and is subject to change and verification

during the detailed space allocation program and the schematic design phase, indicates that the AOSC

will include:

? Ancillary Services:

o Laboratory

o Imaging

o Cardiac Rehab

o Pharmacy

? Specialty Services:

o Dental & Oral Maxillofacial (OMS) Clinics

o ENT Clinic w/Audiology

o Eye Clinics

? Surgical Services:

o Ambulatory Surgery/PACU, etc. (Dentistry, ENT, Eye, OMS, Ortho, Urology and

General Surgery)

o Sterile Processing

o GI Endoscopy Procedures

? Professional Services:

o Physical Therapy

o Occupational Therapy

o Speech Services

? Public and Other Services:

o Retail (Optical Shop, DME, Cafe, Vending and Pharmacy)

o Administrative Services

o Building Support (Environmental/Facilities)

The project is currently in the Operational Assessment phase, with no schematic design, design

development construction documents or specifications available at this time. The Architect/Engineer

of Record is BWBR Architects.

Contract Sum

The selected Construction Manager at Risk will perform the Work for a Contract Sum that will include

the Cost of the Work and Proposer s fee (as those terms are defined in the Contract). The scope of

work shall include pre-construction activities such as cost estimating and value engineering services in

coordination with the Architect/Engineer of Record, and establishing a final scope of work and

Guaranteed Maximum Price (GMP).

Project Schedule

The preliminary project schedule requires the Project construction to begin by January 5, 2016 and be

substantially completed by March 10, 2017. Building loading, testing and commissioning shall occur

between substantial completion and March 31, 2017. The Project must be entirely completed, with all

punch list work done and the AOSC operat
