Connell Foley LLP announced that Vincent J. Torna and Frank T. Cara, both leaders in regulatory, compliance and litigation issues related to complex infrastructure projects, are joining as partners in charge of the firm's New York construction law practice.

Over the course of more than two decades in private practice, Vincent Torna has successfully prosecuted multi-million dollar claims in state and federal courts involving breach of contract, construction defects, delays and impacts, liens, bond claims, terminations and bid protests.

He has a special expertise in representing heavy contractors in litigation involving infrastructure and public works projects against governmental authorities.

Following several years handling construction matters for the City of New York, Torna became a partner in the construction law firm of McDanough Marcus Cohn & Tretter. He formed his own law practice in 2001.

Frank Cara has more than 21 years of experience in the field of construction law as both outside and in-house counsel.

Cara has participated in all aspects of construction claims and litigation and has also implemented and managed comprehensive corporate and D/M/WBE compliance programs.

Before joining Connell Foley, Cara was the executive vice president and general counsel of Judlau Contracting, Inc.

Prior to his tenure at Judlau, Cara was also a partner in the construction law firm of McDonough Marcus Cohn & Tretter.
