Invitation to tender : A significant part of the urban area of ??Zurich lies on the alluvial fan of the Sihl, a natural floodplain. For protection against rare flood events, there is a great need for action in the Sihltal and in Zurich. The loss potential alone in the city of Zurich is estimated at up to 5.5 billion Swiss francs. Therefore the following two concepts for the long-term flood protection in Zurich were drafted (see also

- Spillway tunnels Thalwil: The concept envisages the derivation of flood peaks in the Sihl Lake Zurich through a tunnel between Langnau am Albis and Thalwil.

-KombilE[micro]sung Energy: The concept envisages the expansion of pumped storage power station Etzel plant and possibly a reconciliation of Alp in the Sihlsee under the new concession and renewal by the SBB.

With one of the two concepts in combination with other local measures of flood protection is to be ensured in Zurich.

This contract is the planning of the spillway tunnel between Langnau am Albis and Thalwil (SIA-phase 31 - 33: Preliminary; development; licensing procedures / Edition project) on behalf of the Canton of Zurich (AWEL Office for Waste, Water, Energy and Air). The tender includes the planners performance for the technical design of the tunnel incl. All associated structures (in particular entry and exit work) and their auxiliary structures and measures. The SIA-phase 31 - 33 of the spillway tunnel should be worked out from Spring 2016 to Spring 2018th The preparation of the environmental report and the planning of the ecological compensation measures will be awarded separately.

The SIA-phase 41 to 53 (tender, quotation comparison, procurement application; project execution; execution and commissioning / closure) will be advertised as an option, ie the mandate of the overall planner can be extended at a possible implementation of the spillway tunnel and good planner performance for SIA-phases 41 to 53.

The constructional feasibility of the spillway tunnel was confirmed within the framework of deeper feasibility study. Both the location of the inlet and the outlet structure was studied in detail in the feasibility study. The lines of the spillway tunnel in the plan level and the position of the inlet and outlet structure are not possible at other locations due to the strong development of the shore of Lake Zurich, the geology and the hydraulic and ecological requirements. The function of the intake structure has been studied by hydraulic model tests and optimized. Within the project is to examine whether appropriate tests are also necessary for the outlet structure. The cost estimate for the construction of the spillway tunnel incl. Inlet and outlet structure is recessed in accordance with feasibility study around CHF 122 million (+/- 20%).
