Community Board to vote on Riverside South plan.

Community Board 7 is scheduled to vote Friday on the Riverside South Planning Corp. proposal for the 74-acre Penn Yards site. The 8.3 million square foot mixed use development has the backing of many of the original Trump City opponents. These groups joined with developer Donald J. Trump and created the current proposal.

Community residents and officials are still concerned about the size of the project and its funding, as well as other ongoing issues for the Upper West Side. These include the overcrowded 72nd Street subway stop, the capacity of the North River Sewerage Treatment Facility, and the ability to fund the movement of the Miller Highway as well as the maintenance of the 33-acre riverside park.

The Uniform Land Use Review process, known as ULURP. allows the community board 60 days to hold a public hearing and make recommendations to the Borough President and the City Planning Commission. The general public was to comment on Tues. July 21 while elected officials, consultants, regional associations and the general public are scheduled for Wed. July 22. Deliberations by the Community Board and voting will take place on Thursday, July 23. All sessions are open to the public and will begin at 7 p.m. at 122 Amsterdam Avenue.

A majority of the So person board must approve the project, however, according to district manager, Penny Ryan, "You can do |yes' with conditions and you can do |no' with conditions."

This would be the last time the Community Board would have an opportunity to officially comment on the project before it goes to Borough President Ruth Messinger, the City Planning Commission and the City Council and it is likely that the board will send a strong message.
