Comelec gives due course to Cardema substitution bid.

THE Commission on Elections released on Tuesday the resolution giving due course to former National Youth Commission Chairman Ronald Cardema's application for substitution.
Cardema is seeking a seat in Congress as representative of the youth sector party-list Duterte Youth via substitution.
'The substitution of Ronald Cardema as Duterte Youth nominee has been approved, with one Commissioner dissenting and one abstention,' Comelec Spokesman James B. Jimenez said in a message to reporters.
However, Comelec Commissioner Rowena V. Guanzon, who shared her dissenting opinion on Twitter, clarified in a tweet that what was given due course was Cardema's application for substitution and not yet his substitution per se.
Guanzon has also since been pointing out that another possible obstacle to Cardema becoming a lawmaker is his age.
'Not the substitution but his application for substitution was given due course. His substitution is not yet granted because there is a pending petition or opposition on the ground that he is over 30 yrs. old and cannot be a rep of a youth sector party-list,' Guanzon said.
Under the law, the representative of the youth sector party-list group should belong to the 25-to-30-year-old age group.
In her dissenting Opinion, Guanzon noted that Cardema along with three others who also filed for substitution for Duterte Youth 'categorically declared and admitted their ineligibility.'
'Certainly, the Commission cannot be rendered powerless or otherwise just turn a blind eye to these ineligibilities which are immediately apparent on the face of the CONAs (Certificates of Nomination and Acceptance) and which the substitutes themselves unequivocally declared therein under oath,' she added.
Sought for comment, Presidential Spokesman and Chief Presidential Legal Counsel Salvador S. Panelo said: 'We do not intrude nor interfere into the proceedings of any branch of the government or any constitutional body.'
The application for substitution was filed on May 12 after the original nominees of Duterte Youth, which included Cardema's wife Ducielle Marie Suarez, withdrew their acceptance of their nomination.
For the 2019 polls, the deadline for the filing nominee substitution for party-list groups, was on May 13.
To recall, Duterte Youth is among the party-list groups given by the Comelec en banc, sitting as the National Board of Canvassers, one guaranteed seat in Congress after it garnered 354,629.
