Civil Service Commission: We cannot tamper with Collective Negotiation Agreements.

The Civil Service Commission (CSC) clarified on Friday it no longer has any power to tamper with the provisions of the Collective Negotiation Agreements (CNA) of government labor unions.

'We do not have the power to disallow provisions of CNA. We only register them only if they want their CNA to be registered,' CSC Commissioner Aileen Lizada told BusinessMirror in an interview, noting that there is already an issuance from the Public Sector Labor-Management Council (PSLMC) prohibiting the Human Resource Relation Office (HRRO) from interfering with CNAs.

The PSLMC is chaired by one of the commissioners of the CSC and its vice chairman is the Secretary of the Department of Labor and Employment (DOLE). Its other members include representatives from the Department of Justice and the Department of Finance (DOF).

Liza Agamata of the CSC Public Information Office said, 'What has been agreed by management and union is binding between them. In fact, there is a PSLMC resolution prohibiting CSC-HRRO to comment on the CNA submitted to us for registration.'

Both officials made the statement after DOLE earlier said there is a pending new policy to remove the influence of CSC in influencing the outcome of CNAs.

Some public sector workers claimed CSC still maintains the said authority to reject provisions of the CNA.
