Civil Aviation Agency defines 3 reasons for inclusion of Kyrgyz airlines in "black list" of EU.

Airlines of Kyrgyzstan are still in the "black list" of the European Union, Deputy Director of the Agency of Civil Aviation under the Ministry of Transport and Communications Murataly Toktobekov told Tazabek on April 5. "16 Kyrgyz carriers are still in the "black list" of the EU. Commission of the European Union on safety of flights updates the list every quarter, and we still are in the list. Civil Aviation Agency is now working on this issue. Talks with the European Commission were resumed in February 2012. The International Civil Aviation Organization (CAO) conducted 2 audits of the Kyrgyz airlines in 2009, as a result of which there was prepared a report on the plan of corrective actions,and it was sent to the European Commission," said Toktobekov. "We have successfully passed the audit, that is, from the moment of entry into the "black list" in 2006, the requirements and objectives of the European Commission were fully implemented," noted Murataly Toktobekov. Deputy Director of Civil Aviation Agency outlined the following reasons for inclusion of the Kyrgyz airlines in the "black list": Number of airlines that did not meet international standards in their structures and the presence of the fleet. 33 airlines were closed as a result of audit, 16 remained. Non-compliance of legislation with international standards. Civil Aviation Agency introduced amendments to the Air Code and documents, developed 20 Aviation Regulations. Number of inspectors to check the airlines of the country was considered insufficient and their wages did not meet the standard requirements. Air carriers of Kyrgyzstan upgraded their fleet to the western type of aircrafts to improve the safety of flights from 2010. "At the moment, such modern planes of western production, as A320, B737-300, B737-400, B737-500, BAe-146 operate the flights in Kyrgyzstan. These aircrafts have also begun to operate flights on domestic lines," said Toktobekov. "Some airlines are preparing to pass an international audit of compliance with the requirements of the European Commission, then we will invite the Commission and there will be an opportunity for at least a few airlines to get out of the "black list". As part of the work, inspector of the South Korea visited Kyrgyzstan and after the audit praised our work. Later, they sent a report, which gave permission to Air Bishkek airline to carry out regular flights on Bishkek-Seoul route," said the Deputy Director of the Agency.
