He was delivering the first presentation by the city at Mipim, the world's biggest property convention, in the Riviera resort of Cannes and expected to attract more than 25,000 industry movers and shakers.
Mr Kelly was joined on the Liverpool stand by private sector partners of three massive developments: Peel Holdings behind the pounds 5.5bn Liverpool Waters proposal; Laing O'Rourke which is working on LFC's new Anfield stadium, and St Modwen which is behind the Great Homer Street regeneration, dubbed Project Jennifer.
He said their presence sent a clear message that Liverpool is once again competing on the world stage in terms of exciting new developments to create a 21st century city.
Mr Kelly said: "There's huge investment going into north Liverpool, which wasn't the case five years ago."
