Witczak formed a partnership with Jarmel Kizel Architects and Engineers, Inc. to form a subsidiary civil engineering business. In its first year of operation, Jarmel Kizel Witczak Land Planning and Design has succeeded in running a highly-profitable business, which is unheard of in regards to new businesses in today's market climate. Due to Witczak's success in developing the firm, Jarmel Kizel Witczak Land Planning and Design plans to open a second office in Toms River, N.J.. A former partner and ten-year veteran with Schoor DePalma, Witc zak is a licensed professional engineer, planner and land surveyor. He has extensive experience in the preparation of site plan documents and is qualified as an expert witness before municipal planning and zoning boards. Witczak has extensive experience in working with the NJDEP, NJDOT, CAFRA, Pinelands, Highlands, and other agency regulations. Witczak has provided civil engineering and consulting services for the roll-out of half a dozen Learning Experience childcare sites throughout New Jersey and engineered a new 215,000 s/f retail development in Upper Providence, Pa. He is also the civil engineer of record for Leisure Village, a 2,400-unit active-adult community located in Lakewood, N.J.
