In the beginning of the meeting,the Custodian of the Two Holy Mosques informed the Council about the talks,discussions and contacts that went on in the past days with some countries' leaders and their delegates,including the telephone call that he received from his brother President Bashar Al Asad of the Arab Republic of Syria.
The Minister of Culture and Information,Dr. Abdul Aziz Bin Mohiuddin Khoja said in his press briefing after the Ministerial Council meeting that the Council considered the visit of the Custodian of the Two Holy Mosques to the project of King Abdullah University for Science and Technology in Thol,which is expected to be officially inaugurated on the 4th of Shawwal, this year,coinciding with the 79th National Day of the Kingdom.
The University is expected to begin teaching and studies on the 15th of Ramadan with 400 students in 10 science specialties and 10 research centers.
This is going to be an auspicious step with the initiative of the Custodian of the Two Holy Mosques for advancement in higher education,especially in the sphere of science, which is of great concern and importance to the Kingdom.
The Minister of Culture and Information added that the Ministerial Council heard a report from the Minister of Health about the plan against swine flue covering the whole of the Kingdom, especially the capabilities for the same in during Umrah and Haj pilgrimage and the comprehensive Arab Plan against this pandemic,particularly after the announcement from the World Health Organization raising the warning for the pandemic to the 6th stage.
The Council affirmed the importance of continued cooperation and coordination of Arab and international efforts in this regard.
The Minister of Culture and Information indicated that the Council considered the happenings and developments in the region and the world, especially in the Palestinian arena, as well as the results of the visit of special American envoy for peace, George Michael relating to boosting the efforts for peace and the American achievements in this respect.
The Minister of Culture and Information ended his press briefing saying that after these deliberations, the Council turned to its agenda and took the following decisions:
After considering the matter submitted by the Second Deputy Premier and Minister of Interior relating to the intention of the government of UK to apply the new biometric system for issuing visas on all persons applying for a UK visa, the Council decided that the Kingdom's Ministry of Foreign Affairs should negotiate the matter and sign a memorandum of understanding regarding organizing the application of the system through an approved trading partner.
The Council approved application of the decision of the GCC Committee for Financial and Economic Cooperation taken in its 76th meeting held in Doha, Qatar on 10.5.2008 relating to addition of a commodity suggested by the Sultanate of Oman to be added to the list of goods exempt from the unified customs tariff of the GCC states.
The Council approved application of the decision of the GCC Committee for Financial and Economic Cooperation taken in its 77th meeting held in Jeddah on 17.9.2008 relating to addition of a commodity suggested by the State of Kuwait to be added to the list of goods exempt from the unified customs tariff of the GCC states.
The Council approved application of the decision of the GCC Committee for Financial and Economic Cooperation taken in its 77th meeting held in Jeddah on 17.9.2008 relating to the amended rules for exemption of industrial raw material from taxes in the GCC states.
After considering the matter submitted by the Minister of Petroleum and Mineral Resources regarding formation of a national committee to formulate an automatic clean development mechanism to be supervised by the Ministry of Petroleum and Mineral Resources and with members from concerned departments,on the basis of recommendations in the Quito Protocols in the framework of the UN Agreement on Climate Change, the Council decided to form a committee to be named National Committee for Automatic Clean Development Mechanism to be supervised by Minister of Petroleum and Mineral Resources and with members from a number of departments.
After considering the Decision of the Shoura Council No.2/2 dated 6.3.1430H,the Ministerial Council approved the agreement for encouragement and protection of bilateral investments between the government of the Kingdom of Saudi Arabia and the government of the Republic of Ukraine signed in Riyadh on 9.4.2008.
