CWA TO SUPPORT ROCHESTER TEL'S RESTRUCTURING APPLICATION

 ROCHESTER, N.Y., June 22 /PRNewswire/ -- The Communications Workers of America (AFL CIO) announced today that it will support Rochester Tel's (NYSE: RTC) Open Market Plan and holding company application pending before the New York State Public Service Commission.
 The announcement was made in a joint release by both the union and the company. CWA is the largest telecommunications union in the United States, representing over 500,000 members nationwide, and is the largest of three unions that represent the company's hourly workers. Rochester Tel owns 38 local telephone companies in 15 states, including the local company which serves seven counties surrounding Rochester, N.Y.
 "We welcome the support of CWA in our efforts to create a genuine open market in Rochester and their endorsement of our restructuring plan," said John K. Purcell, vice president of corporate planning. "If we are successful, telephone consumers in Rochester will have the widest array of choice in the United States," Purcell said.
 The announcement is part of a Partnership For Progress Agreement signed by both the company and the union that recognizes the common challenges both face and the mutual interest shared in the rapidly changing telecommunications industry. The agreement states that "Together, CWA and Rochester Tel will deliver to Rochester consumers the finest telecommunications services available in the industry, at competitive prices and with premier financial returns to shareowners."
 Jan D. Pierce, vice president of CWA District One said, "The agreement represents Rochester Tel's recognition of the critical role of union-represented employees in a competitive industry. Rochester Tel and CWA recognize that the success of both our organizations are integrally linked. CWA believes this partnership will serve as a benchmark for the telecommunications industry."
 Purcell confirmed the vital role CWA and its members have played in the company's success. "We have doubled the size of our firm in the past six years and have attracted new investors. CWA and its members have contributed significantly to this record. The company's reorganization will insure CWA a full, fair share of the new jobs in this dynamic industry," he said.
 Robert J. Flavin, president of Local 1170 of CWA, said, "This is the first time that the union has supported the company's regulatory filing. But this is a time of great change in our industry and we need new approaches that recognize our members' concerns for job security and opportunities for the future. The Partnership for Progress Agreement addresses these issues."
