CRSS SUBSIDIARY CONTRACTS FOR 'WORLD CLASS' NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY R&D FACILITIES

 HOUSTON, Jan. 6 /PRNewswire/ -- CRSS Inc. (NYSE: CRX) has announced that a subsidiary, CRSS Constructors, Inc., has executed a $10 million, three-year contract for construction management services on the $540 million National Institute of Standards and Technology (NIST) Research & Development Construction Program on NIST campuses in Gaithersburg, Md., and Boulder, Colo. The three-year base contract is followed by seven one-year options.
 The capital construction program encompasses up to 37,000 gross square meters of new advanced technology laboratory space in Gaithersburg, up to 12,000 gross square meters of new advanced technology laboratory space in Boulder, up to 74,000 gross square meters of renovated space in Gaithersburg, up to 35,000 gross square meters of renovated space in Boulder, and the construction of a new central plant and associated site distribution systems in Boulder. The projects will be designed and constructed using the metric system of measurement.
 The NIST facilities will support the most technically advanced research in the world. The state-of-the-art new R&D facilities will include wet labs, dry labs, computer rooms, clean rooms, clean electrical power and ultra-sophisticated and environmental control with low vibration areas, close temperature and close humidity controlled laboratories.
 Commenting on the contract, Associate Director of NIST Samuel Kramer stated, "CRSS Constructors offers NIST broad technical talent, strong past performances on sophisticated R&D facilities, and an excellent track record on large government CM contracts." The phased construction is scheduled to be complete in 1999/2000. Over $150 million in congressional funding has already been appropriated.
 CRSS Constructors' services will be delivered under a task order approach, and will include project management, estimating and budget development, scheduling, value engineering, constructibility and contract document reviews, construction planning, cost monitoring and control, change order management, construction quality control, inspections and submittal review.
 With an annual budget of more than $350 million and about 3,100 staff members, NIST conducts science and engineering research in commercially important fields such as advanced materials, information systems, biotechnology, optoelectronics, computer integrated manufacturing and sensor technology.
 NIST's laboratory research is designed to support development of critical emerging technologies and the new measurement methods and standards necessary to make them commercially viable. The ability of U.S.-based industries to exploit these new technologies determines in large part the health of the U.S. economy.
