 COURT UPHOLDS RULING FOR HOUSTON LIGHTING & POWER
 HOUSTON, Oct. 9 /PRNewswire/ -- A Texas Appeals Court has upheld a


trial court ruling in favor of Houston Lighting & Power Company (HL&P) and Houston Industries Incorporated (HI) (NYSE: HOU) in a suit brought against them by the city of Austin.
 The Fifth District Court of Appeals of Texas at Dallas issued a unanimous ruling on Oct. 7, overruling all of Austin's points of error in its appeal and affirming the trial court's judgment.
 The city of Austin is one of four partners in the South Texas Project (STP) power plant, and HL&P is a partner and the project manager for the plant. The city had sued HL&P and HI and claimed damages based on HL&P's performance as project manager. In July 1989, the jury in the original case returned a verdict finding in favor of HL&P and HI. The city of Austin subsequently appealed the case.
 HL&P is an electric utility serving the Houston Gulf Coast region, and is a subsidiary of Houston Industries Incorporated.
