COURT DESIGNATES AAA EXECUTIVE VICE PRESIDENT TO ARBITRATE CERTAIN DREXEL SECURITIES CASES

 NEW YORK, Feb. 17 /PRNewswire/ -- U.S. Federal Bankruptcy Court Judge Francis G. Conrad has designated American Arbitration Executive Vice President Mark A. Buckstein one of two arbitrators for all claimants holding still outstanding arbitrable claims against DBL Liquidating Trust, successor to Drexel Burnham Lambert, it was announced today by the American Arbitration Association. The other arbitrator is Terrance W. Emmens, Esq., of the Rochester law firm of Lacy, Katzen, Ryen & Mittleman.
 According to Mr. Buckstein, "Arbitration is a process uniquely suited to highly complex cases such as these. The speed and cost efficiency of the arbitration process are designed to preserve assets for the bankrupt estate. Conventional litigation would result, as Judge Conrad himself said, with only losers who get to divide up a very, very cold pizza pie.'"
 Mr. Buckstein is a securities law specialist with a bankruptcy background who, prior to joining the AAA in July of 1992, was senior vice president and general counsel of Trans World Airlines. He is one of the chief architects of the AAA's Bankruptcy ADR (alternative dispute resolution) Project which is in the process of creating a rules-based system to handle disputed claims in bankruptcy in order to serve as a technical and administrative resource to the bankruptcy courts. He has also created the AAA's Large Complex Case Program which will be launched next week.
