 OF SETTLEMENT PROPOSAL
 JACKSON, Mich., July 31 /PRNewswire/ -- Consumers Power Company announced that, in response to concerns expressed by the Michigan Public Service Commission (MPSC) Staff, the Midland Cogeneration Venture (MCV) has filed today an unconditional letter of support of the recently filed settlement of MCV-related matters.
 During the past several days, the MPSC Staff expressed concern regarding MCV's July 21 conditional letter of support and, because of MCV's July 21 letter, yesterday it withdrew its support of the settlement. However, today MCV filed an unconditional letter which both Consumers Power and MCV believe remedies the MPSC Staff concerns.
 Consumers Power is hopeful that the Staff will reassert its support and the settlement proposal will soon be set for hearing.
 Consumers Power filed the settlement proposal on July 7, 1992, with the MPSC Staff and sponsors of 13 cogenerators as supporting parties. The settlement proposal requires MPSC approval to become effective.
 Consumers Power Company, the principal subsidiary of CMS Energy Corporation (NYSE: CMS), is Michigan's largest natural gas and electric utility serving almost 6 million of the state's 9 million residents in 67 of the 68 Lower Peninsula counties.
