 SUGAR LAND, Texas, Nov. 16 /PRNewswire/ -- Legislation today mandates the recycling of durable goods, including computers and peripherals, in many European countries, and numerous original equipment manufacturers (OEMs) and molders believe that similar legislation is imminent in the United States.
 If so, it is likely that this legislation will require OEMs and molders to document their use of a prescribed percentage of recycled (post-consumer waste) resins in the durable goods they manufacture. These recycled resins are commonly referred to by the EPA as "post-consumer reclamate," or "PCR."
 "Forward-looking OEMs and molders are already assessing how they will comply with more stringent standards related to the use of recycled resins," said Gary L. Foreman, president of GHA Plastics, Inc. and one of the nation's leading consultants in the recycling of engineering thermoplastics. "They're learning, to their dismay, that PCR is neither easily found nor generated.
 "That's why many of our customers worry that mandated recycling will accelerate before the establishment of an adequate supply of consistent, high-quality PCR," he continued. "They also fear that their competitors will be faster to secure a reliable PCR supply and market a `green' product."
 GHA works with OEMs and molders on solutions that allay these concerns; it specializes in identifying high-quality PCR streams and providing compounded products that meet the needs of its customers. The company believes its MAXXI PCR concentrates are the only family of polycarbonate resins containing certified quantities of PCR.
 Computer Industry Well-Suited
 While a number of industries are actively exploring the increased use of PCR in their manufacturing operations, Foreman believes that the computer industry is particularly well-suited to pre-empt more stringent environmental regulations.
 "Many computers are already being dissassembled for the retrieval of chips and valuable metals such as platinum and gold, so the infrastructure for reclaiming resins is already in place," said Foreman. "The sheer quantity of computers being manufactured, coupled with their relatively quick obsolescence, makes them a huge potential source of PCR, especially polycarbonate engineering resins and polycarbonate-ABS blends."
 GHA Plastics is currently working with several computer manufacturers who plan to incorporate PCR in their computers or peripherals. According to Foreman, one manufacturer has a substantial lead in using PCR in its products, but competitors are gaining quickly.
 "No one is standing still," said Foreman. "Within the next two years, every major computer manufacturer will be using PCR in its products or suffering the consequences in the market place."
 As a supplier of reclamate and concentrates containing high quantities of reclamate, GHA Plastics works with the manufacturers, their molders and material suppliers. Currently, they are working closely with Miles' Polymers Division, a leading supplier of polycarbonate and polycarbonate-ABS blends.
 "Suppliers of prime resin each approach recycling differently," said Foreman. "We've found the cooperative, teamwork approach endorsed by resin suppliers such as Miles to be the most effective."
 High-Quality Reclamate
 "Using PCR doesn't mean compromising on product quality," said Foreman. "An independent testing lab has processed our polycarbonate MAXXI PCR as many as 14 times before the repeated heat histories cause any detrimental effect on its physical properties. If we assume that a typical computer has a five-year life span, that means the same PCR could have a life-cycle of about 70 years."
 OEMs and molders working with GHA can incorporate MAXXI PCR concentrates at the molding machine, as they would with colorants and other additives. GHA also provides complete compounding services.
 In addition to providing OEMs an easy way to incorporate PCR in their end products, the MAXXI PCR concentrate can give them a competitive pricing edge. Combining MAXXI PCR with prime resin provides an OEM with a 7 to 10 percent cost savings.
 "Even if a resin manufacturer were to offer grades with a guaranteed recycled-content, they would have a hard time selling it for less than prime," said Foreman. "We are able to do so because of our pure waste stream and steady supply of PCR. Plus, we do not have to worry about cannibalizing sales of a prime product."
 These concentrates give companies a cost-efficient means of ensuring that PCR is immediately available to meet legislative mandates or pre-empt competitive threats. As a result, GHA's customers are much better equipped to adapt to today's constantly changing regulatory and competitive environment.
