COMPREHENSIVE CARE CORP. ELECTS CHAIRMAN AND VICE CHAIRMAN

 ST. LOUIS, Nov. 18 /PRNewswire/ -- Comprehensive Care Corp. (NYSE: CMP) announced today that its board of directors has elected a new chairman of the board and filled the position of vice chairman of the board.
 Chriss W. Street was elected chairman last night at a meeting of the company's board of directors by unanimous vote. Additionally, Michael K. O'Toole was elected vice chairman. O'Toole has served on CompCare's board since 1991. Norman Perry, the previous chairman, remains a member of the board.
 The changes in the board reflect the evolution in CompCare's strategic business focus from inpatient services to strengthening its managed care company, AccessCare.
 "While inpatient care and contract services continue to be successful in certain markets, the reality is that healthcare delivery and reimbursement policies are changing as we speak," said CompCare President and Chief Executive Officer Richard C. Peters. "Fortunately, CompCare has the financial strength and the strategic resources to take full advantage of this shift, and we are in an excellent position for the future."
 AccessCare, created less than a year ago, already provides services to more than 2.9 million lives in 39 states. AccessCare provides access to all levels of behavioral care, from employee assistance programs for substance and alcohol abuse to acute treatment for mental health disease. Through the managed care model, the company can maintain the high quality of its products while containing costs by coordinating the delivery of appropriate care to the patient.
 "President Clinton's health care reform proposal has recommended a mental health benefit, and the current debate on Capitol Hill is over how to best deliver treatment in a way that is fair to payors, providers and patients," Peters said.  CompCare's service lines ideally position the company in the wake of health care reform. AccessCare will continue to grow through integration of CompCare Treatment Centers and CompCare Contract Services. AccessCare is aggressively pursuing alliances with providers to serve major employers and government agencies.
 Street is the founder of Chriss Street and Co., a highly respected investment banking firm specializing in corporate restructuring. Street has been in investment banking since 1978, starting his career with Dean Witter Reynolds and later moving on to work for Kidder Peabody and other Wall Street trading firms.
