COMMERCE PRELIMINARY DETERMINES MALAYSIA IS DUMPING WELDED STAINLESS STEEP PIPE

 WASHINGTON, Aug. 31 /PRNewswire/ -- The Specialty Tubing Group issued the following:
 Taking the next step in an unfair trade case commenced earlier this year at the request of the Specialty Tubing Group (STG), the U.S. Department of Commerce announced today its preliminary determination that welded stainless steel pipe from Malaysia is being dumped in the Unites States. The preliminary margin of dumping is 6.60 percent. The U.S. Customs Service will now suspend liquidation on entries of this Malaysian pipe and require bonds or cash deposits of the estimated antidumping duties by importers of record.
 STG Chairman Joseph N. Avento, who is president of Bristol Metals, Inc., Bristol, Tenn., one of the petitioning companies, stated: "This affirmative result is welcome. It puts importers on notice that they can no longer buy the absurdly low-priced Malaysian product without running the risk of incurring significant antidumping duty liability. Based upon a cost investigation just commenced by the Commerce Department to ascertain whether the Malaysians have been selling at a loss in their home market, we believe the preliminary margin will increase in the agency's final determination later this year."
 The investigation of Malaysian welded stainless steel pipe follows successful proceedings by the Specialty Tubing Group that ended in December 1992 with antidumping orders against Korea and Taiwan. "Everyone should understand," observed Avento, "that we do not intend to stand by passively and allow our market to be eroded by dumped, injurious imports at the expense of our workers and companies."
 In addition to Bristol Metals, the petitioners in this case are Avesta Sheffield, Inc., Schaumburg, Ill.; Damascus Tube Division, Damascus-Bishop Tube Company, Greenville, Pa.; Trent Tube Division of Crucible Materials Corporation, East Troy, Wis.; and the United Steel Workers of America (UMWA).
