COLLEGE ENERGY DEBATE FINALS TO BE HELD IN HOUSE CHAMBERS

 HARRISBURG, Pa., April 21 /PRNewswire/ -- Defending champion Geneva College, Beaver Falls, Pa., leads six teams into the finals here Thursday, April 22, of the 12th Annual Pennsylvania College Energy Debates, it was announced today.
 The finals again will be held in the chambers of the Pennsylvania House of Representatives.
 The debates are sponsored by the Pennsylvania Electric Association (PEA), the Westinghouse Electric Corporation (NYSE: WX) and General Electric Company (NYSE: GE).
 The other schools involved in the final rounds are California University of Pennsylvania and Gannon University, Erie, Pa., which, along with Geneva, came out of the Western Region; and Allentown College and the University of Scranton, out of the Eastern Region. Scranton has two teams in the finals.
 Both Gannon University (1989) and Scranton (1982, 1986 and 1988) are former champions. The University of Scranton also finished second twice.
 The resolution being debated this year is: "That Pennsylvania's public utilities be compelled to provide electric service to low-income residential customers based on their ability to pay."
 Debaters are required to prepare arguments for and against the resolution, and during the course of the round-robin competition will have opportunities to argue either side.
 Winners and runners-up will receive cash awards, medals and trophies. All participants receive medals and plaques commemorating their participation.
 PEA is the trade association of the 11 investor-owned electric utilities in the commonwealth. These utilities provide electric service to 95 percent of the population and supply about 98 percent of the electric energy consumed in the commonwealth.
