COASTAL NAMES POWELL AS VICE PRESIDENT

 HOUSTON, Aug. 9 /PRNewswire/ -- M. Frank Powell has been elected senior vice president, government and corporate affairs, for Coastal States Management Corp. and vice president of its parent, The Coastal Corporation (NYSE: CGP). He will have responsibility for Coastal's government affairs, corporate communications and ad valorem taxes.
 Powell, 43, worked at Coastal once before, serving from 1978 to 1984 as an attorney, legislative representative and ad valorem tax manager for the energy holding company.
 He left The Coastal Corporation in 1984 to form M. Frank Powell & Associates in Austin, Texas, and became managing partner of Powell Popp & Ikard there in 1986. In both organizations, he practiced law and handled government relations for corporate clients.
 During this time, he continued to represent The Coastal Corporation on a number of legal and government relations assignments.
 Powell graduated from the University of Houston in 1972 with a bachelor's degree in business administration. After earning his law degree there in 1975, he had a general law practice in Houston until he joined Coastal in 1978.
 Powell and his wife, Anya, and their son, Thomas, 2, will reside in Houston.
 The Coastal Corporation is a Houston-based energy holding company. Coastal has consolidated assets of more than $10 billion and subsidiary operations in natural gas marketing, transmission and storage, petroleum refining and marketing, oil and gas exploration and production, coal, chemicals, trucking and independent power production.
