CLWA TO ENDORSE GLADBACH FOR STATE LAFCO POSITION.

Byline: Susan Abram Staff Writer

CASTAIC - The Castaic Lake Water Agency at its meeting tonight is expected to endorse one of its directors who is running for a seat on the California Local Agency Formation Commission.

E.G. ``Jerry'' Gladbach was nominated by the Los Angeles Local Agency Formation Commission to represent the county on the state level. The California association, which represents commissions from 58 counties, has not had a Los Angeles representative on its board for more than 20 years.

``Jerry is quite the repository of knowledge when it comes to issues of water, not only on the local level but also on the state level,'' said Los Angeles LAFCO Executive Officer, Larry Calemine. ``Sometimes you need to have a broad cross section of opinions on issues and he will bring that knowledge and experience to Cal-LAFCO.'' Gladbach, who last year began a two-year term as president of the Association of California Water Agencies, also has served as the water association's vice president since January 2002. He has been active in California water issues for 42 years.

He was first elected to the Castaic water board in 1985 and was board president from 1987 to 1991.

A civil engineer and a former manager with the Los Angeles Department of Water and Power, Gladbach has been an active state water association participant since 1973.

He is a past chairman of the association's Region 8, which includes Los Angeles and Ventura counties, and is active on its executive committee, Outreach Task Force and Joint Powers Insurance Authority.

He has served as a commissioner of the Los Angeles Local Agency Formation Commission.

``The state's focus is on other issues and my goal would be to give them the real story of the water needs in California,'' Gladbach said.

An election will be held among representatives from all LAFCOs during an annual conference in September.

Gladbach is challenged by two others for two vacant seats.
