CITY & STATE, GOVERNING MAGAZINE ANNOUNCE MERGED PUBLICATION IN STATE/LOCAL GOVERNMENT MARKET

 CHICAGO, Jan. 12 /PRNewswire/ -- Crain Communications and the Times Publishing Company of St. Petersburg, Fla., today announced that they had agreed to consolidate their two publications serving the state and local government market.
 After more than six years of serving this market, the two publishing companies said they had signed off on a plan to merge Crain's City & State newspaper into Times Publishing's Governing magazine. The new publication will continue to be called Governing, though it will incorporate many of the features found in City & State.
 Governing, operated by Times Publishing's Congressional Quarterly affiliate, will continue to publish monthly, serving a readership of upper-level officials in state and local government, including governors, state legislators, mayors, county officials and department and agency executives at all levels of government.
 Peter A. Harkness, current editor and publisher of Governing, will continue in the same position with the new magazine, which through this agreement will be the premier publication to serve the broader, upper- management area of state and local government.
 "This is a highly influential market that we have always felt deserved a first-class independent publication of its own," said Rance Crain, president and editor of Crain Communications, in making the announcement.
 "That is why we made this agreement with Times Publishing," Crain added. "Their central mission for the past 50 years had been to cover government through their Congressional Quarterly franchise. What they have done for congressional and federal coverage they will do at the state and local level. I know our subscribers will be in good hands, and that's what's important to us."
 Andrew Barnes, chairman of Times Publishing, responded that "Crain's has always stood for the best in news coverage and editorial judgment. With City & State, they have introduced many innovative features to the state and local government audience. We will be pleased to incorporate these ideas into the pages of Governing in the months ahead."
 City & State's circulation of 47,000 will be merged with Governing's 75,000 subscribers, but what the final circulation level might be was not yet determined.
 Advertising and editorial operations will be consolidated in Governing's Washington offices, though the magazine will open a New York office in the Crain's quarters there.
 Terms of the agreement were not disclosed.
 Crain Communications is the publisher of well-known national publications such as Advertising Age, Automotive News, AutoWeek, and local business newspapers in New York, Chicago, Detroit and Cleveland. Aside from Congressional Quarterly, Times Publishing owns the St. Petersburg Times newspaper in Florida and Florida Trend, a statewide business magazine.
 Governing was launched in late 1987 as a professional management magazine for upper-level state and local government officials. It covers national trends and issues, with an emphasis on finance, technology, environment, economic development, health care and other subjects of interest to state and local leaders.
 Advertising to state and local government officials in recent years has become increasingly appealing to marketers of everything from municipal bonds and high-technology equipment to solid waste services and car and truck fleets. Last year, state and local governments combined spent more on goods and services from the private sector than the federal government. Excluding defense, they spent five times more.
