CIGNA JOINS THE HEALTH INSURANCE PLAN OF CALIFORNIA; HELPING SMALL BUSINESS GET HEALTH BENEFITS

 LOS ANGELES, May 19 /PRNewswire/ -- CIGNA Corporation (NYSE: CI), the nation's largest combined group life, health insurance and managed care company, has been selected to participate in The Health Insurance Plan of California (The HIPC), a special program providing health benefits for small businesses, it was announced yesterday by Gov. Pete Wilson.
 CIGNA provides extensive statewide coverage through its Health Care Centers Plan and Private Practice Physicians Plan. The Health Care Centers Plan includes 30 multi-service health care centers located in Los Angeles, Orange, Riverside, San Bernardino, and Ventura counties. Services may include primary care physicians (family and general practice, internal medicine, pediatric), specialty care physicians, pharmacies, dispensing opticians, labs, x-rays, and health education/wellness programs. CIGNA's Private Practice Physicians Plan network of over 12,000 independent physicians and 250 hospitals provides coverage throughout California.
 The company is offering members of the HIPC two managed care plans: the Standard Plan with a $15 co-pay per office visit and the Preferred Plan with a $5 office visit co-pay. "CIGNA is pleased to have been selected for this innovative program," said Bert Wagener, president of CIGNA HealthPlans of California. "California is leading the nation in testing health reform measures like this which seek to make health insurance available and affordable for all," Wagener added.
 CIGNA began offering managed care in California in 1929 and since then has covered millions of people. Today, CIGNA has more than 603,000 enrollees in California. It has provided health care services through the PERS plan for more than 31,000 state employees and Medi-Cal for 100,000 more since 1970. CIGNA is the largest HMO provider covering Medi-Cal recipients.
 The Health Insurance Plan of California was developed as a result of California Assembly Bill 1672. One of the basic components of this bill was the authorization for the development of a health insurance purchasing pool program for small employers. The plan is being administered by the Major Risk Medical Insurance Board (MRMIB).
 This insurance purchasing cooperative will give small business the same negotiating clout big business has enjoyed. The HIPC will reduce costs, help guarantee coverage, and allow the private sector to offer coverage under the aegis of a state-supported program.
