 EMERALD PARTNERS COMMUNICATIONS CONSULTANTS
 NEW YORK, Jan. 23 /PRNewswire/ -- After 20 years on Wall Street helping orchestrate the public image of The Chase Manhattan Bank, Fraser P. Seitel has decided to form a new communications counseling firm called Emerald Partners.
 In addition to forming Emerald Partners, Seitel said he was "in discussion with a number of larger public relations firms" about a business affiliation, to be consummated during the first quarter.
 "Chase has been an exciting and enjoyable experience," said Seitel, who joined Chase in 1970 and has served as senior vice president and public affairs director for the past decade, with a year off as an account executive with Hill and Knowlton.
 "I've been fortunate to work closely with three chairmen of great skill and integrity -- David Rockefeller, Bill Butcher and Tom Labrecque.
 "I vowed that once I completed 20 years at the bank and the Fifth Edition of my textbook -- it was time for a change and a new challenge," Seitel said.
 The Fifth Edition of Seitel's book, "The Practice of Public Relations," used in 200 colleges and universities, was published this month by Macmillan. Seitel also is author of "The Giving of Americans: Philanthropy and U.S. Companies," scheduled for 1993 publication by Diamond Publishing of Tokyo, Japan.
 Emerald Partners, to be based in New York City, initially will offer "high level strategic communications counseling" for corporate, financial, media and health care accounts. Among Seitel's senior partners will be former Trout & Ries, Inc. executive Steve Rivkin -- "my former college roommate and a brilliant marketing communicator."
 Another senior partner will be Kevin Corrigan, former director of Western Hemisphere communications for both Chase Manhattan and Citicorp -- "one of the foremost communications experts on Latin America."
 Seitel, who has instructed close to 5,000 communications professionals in 20 years of public relations and speechwriting seminars, promises that Emerald Partners will be a "hands-on strategic consultancy."
 "After two decades of dealing with page one issues from the Shah of Iran's flight to America to the Drysdale Government Securities nightmare to hand-to-hand combat with everyone from '60 Minutes' to The New York Times -- I've learned first-hand how to deal with crisis," Seitel said.
 "Historically, the counseling business is anti-cyclical -- with firms growing when internal staffs are reduced in periods of economic downturn.
 "So we're ready to roll."
