FILES FOR RATE REVIEW IN OKLAHOMA
DALLAS, June 19 /PRNewswire/ -- Central and South West Corporation (NYSE: CSR) said that its Public Service Company of Oklahoma subsidiary today filed with the Oklahoma Corporation Commission to begin a mandatory review of PSO's rates.
PSO's application asked the OCC to waive its minimum filing requirements. Instead, PSO has proposed using what is called a "progressive test year." Instead of filing 12 months of historical data for its operating costs and investment in utility assets, PSO is seeking permission to include six months of actual data and six months of forecast data.
PSO proposed using 1992 as the test year to determine its revenue requirement and future rates. The company said using a progressive test year would provide the commission with the most current data for making decisions. OCC rules currently require utilities to use a 12-month historical test year.
If the commission approves PSO's application, the company said, it expects to file in September to seek an increase in its rates. It said it now cannot estimate the amount of increase it would seek. PSO's rates have not increased since 1986 and are among the lowest in Oklahoma.
Utilities in Oklahoma must make a filing for rate review by the OCC every five years.
Central and South West Corporation is a public utility holding company based in Dallas. It owns PSO and three other electric utility companies.
Public Service Company of Oklahoma, headquartered in Tulsa, Okla., provides electric service to 458,000 customers in eastern and southwestern Oklahoma.
