CAREY FILES CHARGES AGAINST JACK YAGER, CHAIRMAN OF CHICAGO-BASED CENTRAL CONFERENCE OF TEAMSTERS

 WASHINGTON, April 23 /PRNewswire/ -- Teamsters General President Ron Carey today filed internal union charges against Jack Yager, chairman of the Chicago-based Central Conference of Teamsters.
 Carey charged Yager with colluding with employers to deprive members of pay, benefits, or rights without the knowledge of affected members, local unions, and national leaders; raising Central Conference dues without proper authorization; and undermining reform of the grievance procedures designed to enforce members' contractual rights.
 The charges will be referred to the International Union General Secretary-Treasurer, and will be heard and decided by the General Executive Board under the provisions of the International Union Constitution.
 "Under our constitution, Yager will have a full hearing and a chance to prove that he did not commit these acts," Carey said. "He is entitled to due process like any other member."
 According to the charges, Yager violated the Teamsters International Union Constitution by:
 -- Entering a "collusive agreement" with Flint Special Services of Michigan which contains "wages and benefits substantially inferior to those provided by the National Master Freight Agreement."
 Yager "failed to advise the Teamsters National Freight Industry Negotiating Committee (TNFINC) or the affected local unions of the existence of this agreement or to have it ratified," the charges indicate.
 -- Signing agreements with Wintz Parcel Drivers, Inc., of St. Paul, Minn., which allowed the company to relocate operations from the jurisdiction of Local Unions 407 and 135 in retaliation for bargaining positions taken by those locals in negotiations with the company.
 The agreements were signed without notice or necessary approval from the locals or the Teamsters national freight negotiating committee, according to the charges.
 -- Not informing the International Union that Wintz Parcel intended to violate members' contractual rights in the purchase of operations from Century Motor Freight, Inc.
 -- Undermining efforts to reform grievance procedures by working with Brendan Kaiser, chairman of the Central Conference Auto Transport Division, in an attempt to oust the union co-chair of the grievance panel that enforces in the Central-Southern area the Teamsters national master contract in the carhaul industry. The current union co-chair has supported Carey's efforts to win reforms in the grievance process. Carey filed charges against Kaiser as well.
 -- Interfering with the processing of more than 150 members' grievances by pressuring the carhaul companies not to recognize the duly appointed union co-chair of the Central-Southern area conference grievance panel.
 -- Increasing dues paid to the Central Conference by its affiliated local unions without obtaining approval of the General President in advance as required by the Constitution.
 Carey asked that the General Executive Board remove Yager from his position as chairman of the Central Conference and take whatever other action it deems appropriate.
 "Sixteen months ago, our members voted for change," Carey said. "I have given Jack Yager every opportunity to join in that reform effort. But he has chosen to take actions that undermine efforts under the International Union Constitution to implement reform. Now, it's time for him to be held accountable."
 Carey took office in February, 1992, as the first General President in Teamsters history to be elected directly by the rank-and-file membership.
